I wonder if it has to do with keeping the crime rates down. I went to a middle school once that never reported violent crime and did everything possible to keep parents from reporting them, because they wanted to keep their school's reputation cleaner and their rating up with the county.
I mean, it sounds INSANE to me to have a whole city where there's NEVER a murder. I mean...really? That's weird.
