I think you've got a really good built-in natural consequence thing going here...his video gaming ALL day is eating electricity. He's not contributing with a job. Therefore, if he can't limit his time on the computer or the video games and stop eating up your electricity, he will have to pay a portion of the electric bill. If he won't eat what you guys are eating, he can buy himself some food.

Does he know that you don't really have the money floating around that you did when you bought the house and the car and all that? maybe he views you guys as really having a lot now because of all the changes in your life, and doesn't realize that money is all tied up in various things. Unless he just doesn't understand because he hasn't been working.
